Our history

The Shagin Law Group LLC began in March 1996 in Harrisburg, Pennsylvania.  It was then called Shagin & Anstine LLC. The two founding partners, Craig Shagin and Tim Anstine previously had extensive experience in large project finance as well as all aspects of commercial and family residential development.  Mr. Shagin had been Chief Counsel of the Pennsylvania Department of Commerce for eight years serving under Governors Casey and Ridge. Prior to entering private practice, Mr. Anstine had been counsel to the Pennsylvania Industrial Development Authority and the Pennsylvania Economic Development Financing Authority.

In October of 2003, Mr. Anstine left Shagin & Anstine to return to public service as the Deputy Chief Counsel to the Pennsylvania Department of Community and Economic Development.  The law firm began with a focus on the acquisition and financing of large industrial projects, mining operations and other businesses.  Among these other businesses were several companies in the then still nascent software development industry.  These firms, in addition to seeking our services for contract, financing and collections work, sought our assistance to bring in software engineers and programmers from outside the United States.  The demand for such work grew and with it the firm branched out in all other areas of immigration.

Today, more than three quarters of the firm's work is in immigration or business transactional work related to some form of international business.  The immigration practice includes, in addition to business-related immigration, deportation defense, asylum, family-based immigration, and advice to educational institutions, criminal defense attorneys and employers on compliance issues related to immigration.

Johnna Kopecky joined the firm in 2003 after working as an attorney in Cumberland County, where she was also an assistant district attorney.  Ms. Kopecky assists clients primarily in the areas of family law, real estate, estate planning and administration, and bankruptcy and mortgage foreclosures.

Dr. William Martin Sloane became Of Counsel to the firm in 2006. He provides legal advice internationally on communication/entertainment/mass media, copyright, defamation and privacy, education and accreditation, elections, employment and labor, federal and state constitutions, integrative medicine, legislation, and municipal corporations.

Kristy C. Kim became Of Counsel to the firm in 2010.  Her practice emphasizes commercial real-estate transactions and immigration law. She is conversant in Korean and proficient in Spanish.
